Building as a Service: what UNI 11973:2025 means for HVAC

A new standard is changing how we define a building’s performance and placing smart building HVAC monitoring at the core of compliance: the concept of Building as a Service.

The UNI 11973:2025 standard has been developed by ENEA and UNI and took effect in March 2025. This regulation introduces the concept of BaaS to Italian and European building standards. The idea is straightforward yet consequential: a building is no longer a static structure. It is a system that continuously deliver measurable performance, such as energy efficiency, air quality, occupant comfort across its entire lifecycle.

The standard addresses designers, facility managers, construction firms, and public administrations. Its reference framework directly aligns with:

  • the EU’s decarbonisation goals for 2030
  • climate neutrality by 2050
  • the revised Energy Performance of Buildings Directive (EPBD 2024).

Thus, UNI 11973:2025 is not just an Italian norm, it is a local implementation of a continent-wide shift in how building performance is defined and verified.

Requirements for HVAC Systems under the BaaS Model

Under the Building as a Service model, HVAC systems are no longer passive infrastructure. They are active performance contributors that must be monitored in real time, managed efficiently and continuously documented. Hidden inefficiencies, such as duct leakage, degraded air quality, undetected anomalies, are no longer just operational problems. They are compliance gaps.
